The Demise of the 28-Point Peace Initiative for Ukraine: Why Peace Negotiations Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency triggered by the presentation of a new comprehensive peace framework for ending the war appeared – momentarily – to have been contained. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its response: an extensive attack of missile and drone strikes on Kyiv.

The Pattern of Peace Talks and Military Action

The chain of opposing developments captured the bleak nature of the recent timeframe. By day, political struggles are fought: optimistic declarations are released from different nations. Immense energy is allocated on containing particular approaches. By night, the Kremlin forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "peace".

After-Dark Attacks

As Russia's attack unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is capable of detecting rocket firings from across the border, a ability enabled by up-to-date information. From witness perspectives, defense planes that had been dispatched to counter approaching aerial threats streaked across the sky – sophisticated military planes supplied to Ukraine by NATO members.

Moments later, Kyiv's air-defence systems thundered: multiple launches deployed against a hostile projectile. This was a sophisticated defense system at work, probably provided by partner states. Every firing jolts you unexpectedly, shaking the windows. The instant of fear quickly gives way to grim resignation: perhaps the incoming missile won't strike its target this time, protecting urban areas from devastation and further power outages.

Continuous Dangers

Not long after, a large-caliber weapon engaged a aerial vehicle somewhere nearby, part of a rapid response unit – probably imported technology. Sadly, the shots failed to hit the enemy aircraft – it pressed on overhead toward its destination.

Periodically, this continued until dawn. Kyiv faced the morning news: seven people killed, devastation and utility failures in numerous residences as a result of the night's assault. As always, everyone still went about their day – living the war. But those full day demonstrated Ukraine's vital need on external assistance – a dependence that regional partners are clearly incapable to substitute in the near term.

Unsuccessful Negotiations

The comprehensive proposal from American leadership provoked deep reactions, debate and deep concern – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and multilateral gatherings.

Every new initiative from American administration follows the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They stabilise the situation but never actually achieve victory. This pattern will, no doubt, endure.

Strategic Calculations

It is convenient to criticize certain parties of consistently pushing Kremlin's demands. But that does not seem to be the complete picture. Washington works based on a assumption well known to seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The American government believes that it is unfeasible to compel Moscow to surrender the territory that it already controls in Ukraine's southern or eastern regions.

The challenge is that while acknowledging this situation, US leadership does minimal to deter Moscow, through statements or actions, from assuming that the current condition will not shift further in its favour in the months ahead.

Conflicting Perspectives

Therefore, Russian leadership is confident that duration works to their advantage – that Ukraine and its allies are nearing depletion. Their motivation to sign a deal that does not give them the maximum possible gain is almost completely absent. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's government remains supremely confident in the conclusion.

On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing lives and land but preventing a total frontline collapse until conditions improve in its favour.

Present Conditions

Realistically, there are no real preconditions for a truce. Now, subjective factors are becoming relevant: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and Kyiv's double obstacles – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the country's interests against any plan Kyiv finds unacceptable, so that their attention does not shift toward homefront challenges. And although their mission will now be considerably more difficult after recent developments, it remains highly unlikely that this will change their overall approach.

These two forces are guiding negotiations.

Summary and Prospects

It took a just a single week to eliminate the suggested clauses of the most recent proposal. Aggressive and erratic handling of the matter by US administration, resistance by Ukraine and the other European countries, along with soothing efforts of representatives, and finally, recent disclosures, all did their job.

While new proposals based on previous concepts are imminent, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to counter negotiation assaults from Washington that are rooted in Kremlin requirements and reflect specific hesitation to modify developments, if they maintain solidarity and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the predictable period, mainly require continued Western support.
